Best video editing program for vlogs on youtube?

Im willing to pay for it. Im looking for something a novice can use. I am experienced in using Windows Movie Maker but nothing beyond that. Something that has a lot of video special effects like thunder/lightning, explosions, random noises (like the sound of a bell) I can add to the video. And captions I can into my vlogs.
