Lawyers and Change of Address?

I got a speeding ticket and my old residence (parent's house) started getting mail from lawyers about it. After going through the change of address with the USPS they notified me that not all parties will be notified (government agencies and mailers). Will these lawyers fall under the gov. agencies/mailer category?
