Does the IRS use email as a way of corresponding to tax payers?

Usually i get a letter through the mail but i just notice and email which say IRS Mailer and when put my cursor over it, it says No Reply SJ@IRS.gov of course i forget the exact email address but that is close. Of course i did not open it and there is an attachment with the email. Anyone else had similar experience.
